Is the IP of the dialup user on the same subnet as the linux box? You said
you have two ethernet interfaces. What are the IP's? I assume because you
are using proxyarp that the dialup is on one of the subnets as an ethernet
interface, if not you need to route back to your linux box and then the
linux box should be able to route to your dialup. I use portslave for
dialup to linux, you might want to check it out.
