Couple of problems: one you did not create a cvs module to work from.
mkdir /usr/local/cvsroot/scripts
cd /home/brian/src/perl; cvs -d /usr/local/cvsroot checkout script
copy your script to 'scripts' and execute 'cvs add yourscript.pl'
