I ran into that one once. In my case I had a ps/2 mouse port but no ps/2
mouse plugged in. For some odd reason that killed it and it would keep
rebooting. Once I plugged one in it booted fine. I don't know if this will
help you but I figured... Hey, it's worth a shot. :-)

:I messed with the BIOS settings to see if it was something there. I moved the PCI video card to another slot to see if that would help (It works sometimes with network cards that are having problems). Still not working.
